On 6 February 2023, powerful earthquakes struck southern Türkiye and northern Syria, causing immense loss of life and destruction. Two days later, the Government of Canada announced that it would match, up to $10 million, donations made by Canadians to the Canadian Red Cross appeal between 6 and 22 February.

For many Canadians with family ties to the affected regions, the distance between Canada and the disaster zone effectively disappeared overnight. Communities gathered, organised and gave with remarkable speed.

The strength of diaspora networks

Diaspora communities possess something that no national agency can replicate: personal knowledge, language, trusted relationships and an immediate sense of urgency. In the first days after a disaster abroad, they are often the most motivated and the best informed.

At the same time, established humanitarian agencies bring logistics, accountability and the capacity to operate safely in complex environments. The most effective responses tend to combine the two — the energy and knowledge of communities with the reach and discipline of experienced organisations.

Matching funds as a bridge

Government matching programmes play an interesting role in this partnership. They reward individual generosity, amplify its effect and give donors confidence that their gift will be multiplied. In doing so, they turn a private impulse into a shared public effort.

Guidance for community organisers

For local groups that wish to help in such moments, a few principles protect both donors and recipients:

  • Direct funds to established, accountable agencies unless you have the capacity to deliver aid safely yourselves.
  • Be transparent about where donations go and when.
  • Prefer money to goods unless specific items have been requested; shipping unrequested goods can burden relief efforts.
  • Care for your own community, many of whom may be grieving.

Generosity crosses distance instantly. Making it effective requires patience, partnership and wisdom — qualities that, in the best moments, Canadians have shown in abundance.
